Haywood County Schools certification

I would like to make a public records request.

I would like the name, certification area at time of hire, years of experience, and hire date for the fourth grade position that was posted last year for North Canton Elementary. I believe it was around the August or September time frame.

I would also like the name, hire date, certification area at time of hire, and years of experience for the elementary position that closed December 2018 at North Canton Elementary.

Thank you for your time.

Editor’s Note: Sunshine Request makes no claim as to the veracity of any statements or information contained in any of the requests, or public records, we receive.

02/27/19 Editor’s Note: Although this request is “Closed” on our site, we do continue to ask for clarification from Patrick Smathers related to any requests made to Haywood County Schools, and what is the process / policy etc, is that dictates how these public requests should be handled. To track that conversation, please view the request called “(Follow Up) New request – Haywood County Schools” at https://www.sunshinerequest.com/records_request/follow-up-new-request-haywood-county-schools/

We hope that once we receive clarification, it will be clear how future requests to HCS will be handled.

    Hi Pat –

Without the additional clarification we’ve requested, it’s unclear to us what policy or statute requires that a name be given in order to fulfill a request. While we’d be happy to provide a name to get this request completed, we’re unwilling to do so without clarification as to the statute or policy you’re referring to that requires we provide that info.

For this reason, we’re going to “Close” this request, as well as Pisgah and Tuscola High School requests on our site, and will mark as “Denied”

For future reference – When we do inevitably receive requests on our site for info. related to Haywood County, Canton, or Waynesville as relates to your office, we will be asking for the same clarification about policy or statute, and from there we will be happy to provide a name to associate with the request, once we’ve received clarification.

    Thank you for your time.
    Have a good afternoon!

    Hi Pat,

    Good Afternoon Pat,

    Thank you for your reply!

Yes, you’re correct that you’ve also sent that information to us via the email thread for the Pisgah High request. However, we have not received any response to our two recent follow ups we sent you in response to your message.

    For reference –

    Pisgah: https://www.sunshinerequest.com/records_request/pisgah-high-school/

    Tuscola: https://www.sunshinerequest.com/records_request/tuscola-high-school/

    We’ll restate our question here:

    “ RE: Providing a name –

Our understanding is that NC Public Records Law does not require that an individual must provide any identifying information when making a records request. If you can please cite the portion of NC State Law or School Policy that requires this information, this would be helpful for our records. Please let us know if you’re willing to fulfill the requests, as provided.

Regarding whether we can provide additional info. or clarification related to the details of the request – We pass along the requests, as written by the requesters, and add the completed requests to our site. We do not have any additional information to provide at this time, other than what was sent in. However, if the sender does wish to clarify any portions of the request, they are welcome to do at any time so by resubmitting a new form through our website, and providing those details.

Dear Sunshine Request, your request has been forwarded to me for response. Please see my previous response to a previous request in which I ask that the requestor please identify themselves for administrative purposes. The public records law states that a “person” (which has also been interpreted to include a legal entity such as corporation) is included in that definition. As present, I do not think a website, or application would fit that designation. If you have other information to the contrary please advise. We will be pleased to respond to this “person’s” request upon identification, or upon further documentation that a computer application is a “person” as defined by the statute. Please consider this a further response the requestor(s) regarding athletic support at both Tuscola and Pisgah High School. Thank you. Pat Smathers.

    Good morning Haywood County Schools,

I work for a website called Sunshine Request www.sunshinerequest.com. We built a site that makes it easier to make public records requests by filling out a simple form, and the results of any requests are posted on our site. This allows citizens to learn more about our local government, while saving staff from having to fulfill duplicate requests. If you have any questions about the project, please let me know, and I’ll be happy to answer.

Here are the original details sent by the requester:

    Subject: Haywood County Schools certification

    Message:

“I would like to make a public records request.
