Info on funds earmarked for projects which were lobbied for by small groups

Searching for a list of projects that were completed, or are to be completed, that were green lighted on the basis of a lack of disapproval which are also outside the realm of normal city day-to-day functions. In other words, projects that were lobbied for by small groups and funded publicly.

Also searching for the names of any lobby groups related to the above.

    Dear Sunshine Request:

     

    The City of Asheville does not fund projects that are “green lighted on the basis on a lack of disapproval which are also outside the realm of normal city day-to-day functions. … projects that were lobbied for by small groups and funded publicly.” Therefore, the City of Asheville has no records responsive to your request.

     

    The City of Asheville does, through its Community and Economic Development Department (CED) and City Council approval, annually award Strategic Partnership Fund (SPF) grant monies to nonprofit agencies that serve Asheville residents. The grants are typically between $5,000 and $30,000. Information on the SPF program can be found here. The website lists current and past SPF award winners for FY 2016-2017 and FY 2017-2018.

     

    As you can see on the website, the annual grant process begins with the CED issuing an application announcement that results in various community based agencies submitting applications for SPF funding. The applications are received, Reviewed, and go through a funding process. The City Council make the grant awards and the funds are paid for out of the City’s general fund. Each applicant must demonstrate how its organization will directly support the City Council’s 2036 Vision. Since the grants support the City Council’s 2036 Vision, the programs are not outside the realm of the City of Asheville’s day-to-day functions.

    How do you define “small”?
    Are you asking about projects not proposed by the city but by community groups?
