    Mayor and Board,

Please find attached revised scopes for the public safety analyses for the Fire and Police Departments. I recommend we move forward with these. Please recall our previous discussion where we identified the below core goals of the analyses. To save you time, we’ve highlighted the key relevant sections of the scopes that address the goals. Performing both studies is a cost of ~$74,000; if the consolidation study is performed, that will cost Cornelius an additional $3,000 (the cost for the other towns would be $15,000 each).

Fire core goals: Evaluate and recommend appropriate staffing levels for the present and future; Identify and recommend capital needs for appropriate capital planning (apparatuses, station); Identify viable revenue sources; Evaluate and determine the feasibility of successful consolidation with Huntersville and Davidson departments

Police core goals: Evaluate and recommend appropriate staffing levels for the present and future

I’ve had positive conversations with Anthony and Jamie regarding performing a joint 3-town consolidation study. Both see the value in performing the consolidation study. I’ve committed to present them with the Fire scope so they can discuss with their respective Town Boards to gain their approval for the consolidation study; but, before I do, I want to receive the green light from you that you are comfortable with the scopes. Please provide your concurrence with the scopes so we can get moving on this as fast as possible.

    Mr. Beardsley,

Hi. Tom forwarded your message from Friday to me. I’m in charge of the data portion of our fire studies. I’d definitely be interested in talking today to get started on the data collection portion of the study.

The first thing I would need would be an IT contact at the 911 center who would be able to work with me to extract the computer-aided dispatch (CAD) data associated with the project. While we can do this many ways, if the contact can work with me over a GoToMeeting we can usually finish the process in an hour. Other methods tend to take days or weeks.

At the same time, I’m assuming that Cornelius FD stores its own records management system as would the other two departments. I would need to speak with someone at each department about extracting information from those systems as well. We’re familiar with many of these systems and can work as swiftly to obtain the data from these individually as we can with the 911 system.

I’m out of the office at a regional ICMA meeting on Thursday and Friday and would prefer to get the process started today or tomorrow.

I look forward to talking with you.
