Salary Increase ?????

Hello!
I respectfully request why employee ORANGE, TERESA who was hired 03/17 received over a 12% increase by 10/17? Salary went from $76,650 to over $86,087. Why would a new employee receive two increases? Information is from Salary Increase Report and Position Allocation reports that were previously posted October. According to the reports there was no change in position and employee is on probation until 3/18.
On report: After the first 6 months employees receive a standard increase of 4.5%

7/17/2017 Orange, Teresa C Salary Adjustment 5,730.13 Budget INTERNAL AUDITOR INTERNAL AUDITOR 76,650.00 82,380.13
9/13/2017 Orange, Teresa C Six Month Increase 3,707.11 Budget INTERNAL AUDITOR INTERNAL AUDITOR 82,380.13 86,087.24
Why would it be so easy for a new employee who had been with the county for a little over three months get a large increase in salary? What was the justification for increase on 7/17/2017 and who requested it? $76,650 is a great salary for an Internal Auditor.
From what was on the report other new employees only received the standard 4.5%.

    Good afternoon –

I will route this request to Kassi Day our Public Information Officer, copied on this email, for reply. I am still handling the requests related to Wanda Greene and the investigation, but this looks to really be a Personnel inquiry.
