(August 2021) Request for City of Asheville, NC: Emails related to “Resolution supporting community reparations for Black Asheville” 07/01/20 – 05/05/21

Hi City of Asheville, NC Government (Records Officer),

I’d like to make a multi-part public records request for the following information under NC Public Records Law:

Please provide all emails received by, and sent from:

- Mayor Manheimer
- City Manager Campbell
- Kimberlee Archie

... during the specific time period of July 01, 2020 through May 05, 2021. Specifically -- I'm only requesting emails which are related to the Resolution supporting community reparations for Black Asheville that was passed unanimously on July 14, 2020.
----

For all requested items above, please provide all .pdfs, files, attachments, videos, hyperlinks, emails, time keeping minutes, etc. that are indicated within the responsive records. For example: A .pdf that is an attachment within an email, should also be provided as a document along with the responsive emails.

Please include all of those additional documents where applicable, as relates to the requested information above.

If the records are ultimately too large to send via emailed file share, I'd ask that you please create a public Google Drive folder / link or some other file format to transfer the files electronically.

Thank you for your assistance!

**9/1 Editor’s Note: The request submitted through our site in August has now been “Completed” on our site. Though it is technically still being processed by the City, it is now being handled as part of a different request received by the City on their Next Request Public Records Portal. Therefore, any further follow ups or updates will not be handled by Sunshine Request, and the sender should please track track any future updates via the City’s Next request system here: https://cityofashevillenc.nextrequest.com/requests/21-11

    Good afternoon Liz,

    Thank you for your response!

We don’t want to cause any confusion — But, we do want to clarify for users on our site that the Request # 21-11 you’ve referenced did not come from our Team ([email protected]).

This appears to be a request sent in to you by someone else in the public on May 06, and “published” by the City in July:

    https://cityofashevillenc.nextrequest.com/requests/21-11

Our request (# 21-56) was sent to the City on August 16:
    https://cityofashevillenc.nextrequest.com/requests/21-56

In the future, before sending in New Requests we will try to check the Next Request site first to see if the City is already processing something similar. In that case, we will just point our site users to that particular Next Request instead — and this way we can avoid duplicating efforts.

However, since this system is still new to our Team (and to the users on our site), we want to want to clarify the following about our request (#21-56) above:

We understand you’re saying you “Closed” our request because it’s very similar to another request (#21 -11) you have open already. Although both requests are very similar, we would like to point out that ours is worded much differently, is longer, and specifically asks for attachments, files, documents, links, videos etc. to be included.

If you are ever “merging” any of our requests with someone else’s to avoid duplication, we would ask that you please ensure that the info we’ve requested still gets fulfilled in its entirety, and that there is an estimated timeline for completion we can follow.

It’s very likely from time-to-time you will receive similar requests from other people outside of our Team, which are not official “Sunshine Requests” we’ve sent in, and should not be treated as alterations to our requests. If you are trying to save duplicating efforts by combining similar requests, that is totally fine — Our main concern, however, is just to make sure our original request is fulfilled, since we will not receive updates on the request anymore, and won’t be able to follow up with you directly in Next Request as we would if it were sent in by our team.

I’m happy to have a phone call about this if it would be easiest to discuss so we’re on the same page about the process moving forward.

    We appreciate your help.
    Thank you!
    Sunshine Request Team

    Good afternoon Sunshine Request.

This request is identical to request 21-11 including named persons, time period, and the scope of “related to the Resolution supporting community reparations for Black Asheville that was passed unanimously on July 14, 2020.” That request was received in May and the emails are second in the queue. I’m am going to assume this is a duplicate request and close it. Please direct the requester to link above to the identical request.

    Thank you.
