Department Head salary changes.

Please provide a list of all department head salaries as of June 30, 2017 and again as of 2/5/2018. Would like to know the reason for any salary changes. Make sure to include: Mandy Stone, Jim Holland, Lisa Eby, Planning Director, Diane Price, Mike Frue, Curt Euler, Tim Flora, Matt Stone, Van Duncan, Trena Parker, Drew Reisinger, Keith Miller, Jennifer Pike, Chip Jingles, Human service department head.

    Good morning, in response to your query for additional clarifications please see below. Thank you.

     

    1. Curt Euler is not listed in Feb. 2018. Can you please clarify whether he received a salary change since June of 2017. If so, please include the before / after amount, and reason for the change. Curt Euler has not received a salary increase since June of 2017.

     

    2. Chip Gingles is not listed in June 2017. Can you please clarify whether he received a salary change between June 2017 and Feb 2018? If so, please include the before / after amount, and reason for the change. Chip Gingles was hired on July 17, 2017.

     

    3. Tim Flora seems to have a salary decrease between June 2017 – Feb. 2018. Can you please provide the reason for the decrease? Tim negotiated his salary with the Board of Commissioners; with his new contract effective February 3, 2018.

     

    4. They are likely two different people, but I’d just like to ask whether Keith Miller (Tax Assessor, Feb 2018) is a different person from Randy K Miller (Tax Director, Interim as of July 2017)? That is correct. Keith Miller is Randy K. Miller.

     

    5. Lisa Eby’s salary isn’t listed in June 2017. I can see from a previous report we received in November related to pay increases, that as of 7/10/17 her salary changed from $117,435.23 to $143,080.00 with the reason “Reclassification (w/o transfer, w/ salary adj)”. No action is needed here on your end, I just wanted to clarify this item for our site users incase they ask. With Lisa’s transfer she assumed the position of Buncombe County HR Director, previously held by Curt Euler. The move was effective August 10, 2017(when we were reviewing that data we spotted a typo). With this position Lisa is responsible for HR, Communications, and Community Engagement for the entire county.

     

    6. Jennifer Pike’s salary isn’t listed in June 2017. I can see from a previous report we received in November related to pay increases, that as of 9/23/2017 she received a pay increase from $87,280.78 to $90,000.00 from “REAL PROPERTY APPRAISER III” to “TAX COLL & BUS PERS PROP MGR.” No action is needed here on your end, I just wanted to clarify this item for our site users incase they ask. Jennifer Pike’s position was reclassified from “REAL PROPERTY APPRAISER III” to “TAX COLL & BUS PERS PROP MGR” where she is responsible for the Collections Department.

     

    7. I can see in our previous report that Jim Holland’s salary was $122,702.19 as of June 30, 2017, and must have changed the following day on July 1, 2017. Can you please clarify, whether this is the reason why he is marked as “N/A” for June 2017 in your new report? Jim Holland was marked N/A because he was not Assistant County Manager as of June 30, 2017.

    I’d like to request a few additional points of clarification.

     

    The report you’ve provided does include all the people requested, but does not include everyone’s “before / after” salaries and reason for the increase. Specifically:

     

    1. Curt Euler is not listed in Feb. 2018. Can you please clarify whether he received a salary change since June of 2017. If so, please include the before / after amount, and reason for the change.

    In 2017, Bunc. County Gov fulfilled a similar request via Sunshine Request for “Buncombe County Employee salary increases and promotions” for May 01, 2017 – Oct. 26, 2017. This included the Employee names, position, reason for increase, and salary pre / post increase. We’ve asked the requestor to please refer to that previous request as well as its accompanying documents at https://www.sunshinerequest.com/records_request/salary-increase-promotions/, as this should satisfy the first part of their request for “department head salaries as of June 30, 2017”.

     

    For this reason, we will amend the new request to read:
