(January 2023) Multi-part request for Wilson County, NC Government: All current employees and their salaries, additional info about salary survey, salary / paygrade increases. As of present day.

Hello Wilson County, NC Government (Records Officer),

I'd like to make a multi-part public records request for the following information under NC Public Records Law
Ref: https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

Ideally, I’d like to receive the responsive records in an Excel format, if possible:

A1) Please provide Employee Names and Salaries for all current Wilson County employees, as of 01/01/2023, or present day (date the query is performed). Please include the following:

1. Employee Name
2. Position / Title / Department
3. Date of Hire
4. Current Salary (including hourly rate of pay / wage, or salary / yearly amount)

NOTE: I acknowledge that a similar request was recently completed by your office as of December 12, 2022.

A2) I believe that a salary survey was completed by the County in 2022 which resulted in many raises across positions. If any specific positions had a paygrade increase from 2022 to 2023, I’d like to ask that you please include those positions and indicate the previous [2022] and current paygrade [2023]. For example: If Deputy Sheriff I positions went from a paygrade 70 to a paygrade 73.

B1) Please provide “salary ranges” for all “salary grades” as of 01/01/2023 (or date the query is performed).

B2) Please provide any explanations for the percentage that salary went up based on years of experience in that position, and [if applicable] please clarify why years of experience in other positions within the County and within the State did not cause your salary to increase the same.

NOTE: I realize this item is not an explicitly clear records request. However, what I’m looking for here is if the County can please provide explanations as to how the salary information was determined.

If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

**If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law.**

I’d also like to request / recommend that if salary info is not already being made public and posted on the County’s website, that you please consider doing so. I feel that this information should be easily-accessible to the general public, at all times.

I am not required to provide a name or address to associate with a public records request, but in order to move things along I’d like to clarify that this request is being made by:

Sunshine Request
PO Box 17391
Asheville, NC 28816

The request has been sent solely from the email address [email protected] . If anyone other than that email address contacts you to pursue a similar request, it did not come from me. Please do not commingle or treat that as an alteration or cancellation of my request – I intend to continue to pursue my request.

Please note that I cannot commit to sign any forms or pay any potential fees / associated costs related to any request. If it is not possible to process the request without incurring fees, then please let me know the itemized potential cost.

Thank you for your assistance!

Editor’s Note: Sunshine Request makes no claim as to the veracity of any statements or information contained in any of the requests, or public records, we receive.

01/11/23 Editor’s Note: The submission above has been revised for clarity.

We fulfilled requests for similar information as the one above, on 09/12/22 and 12/12/22:

https://www.sunshinerequest.com/records_request/september-2022-request-for-wilson-county-nc-government-employee-salaries-07-01-22-09-07-22-or-present-day/

https://www.sunshinerequest.com/records_request/december-2022-request-for-wilson-county-nc-government-all-current-employees-and-their-salaries-as-of-present-day/

We do not know whether Wilson County Gov. already has a public data dashboard with salary info, and/or if their salary info is proactively being made public online.

We are happy to continue to send in records requests on the sender’s behalf to obtain updated salary info. However, if the sender plans to request updated employee salaries on a monthly or semi-regular basis, we would also recommend they try getting in touch with Wilson County directly, and ask them to consider posting that type of info on their website (or on an open data dashboard), on a recurring basis – As it is in the public interest. Perhaps something similar to what the City of Asheville, NC uses:

Additionally — please note:

Sunshine Request will not fulfill the following types of requests:

☀️ Requests that are only informational questions, and requests that are not addressed to government entities.

Sunshine Request is a site built to make requests for public records to the government — Public records are recorded information such as documents, government emails, and data sets.

In the interest of preserving our team’s time to focus on the high volume of requests on our site, as well to respect the staff time of government entities fulfilling records requests, Sunshine Request will no longer fulfill “requests” that are just informational type questions for government entities to answer.

We also will not fulfill requests made to non-government entities.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Requests that are incomplete, non-specific, or vague.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific information the requester hopes to receive. In this case, the sender may rewrite and resubmit the request.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Requests that include profanity, personal statements, opinions, possibly defamatory statements, or other unnecessary info that is not relevant to making a records request.

Please do not include personal opinions and statements in the request’s Subject or Message. Please omit any extraneous statements that are not specific to the exact information you’d like to receive. This is not relevant information pertinent to the processing of a records request, and the request will not be published.

☀️ Please be specific:

It is important that what you are requesting is specific and reasonable, and is an actionable records request. Please specify the exact type of records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Remember that the larger your request, the more time it usually takes to fulfill. Specificity will often help reduce the amount of time needed to process the request.

It is important that a request has a clearly written and complete Subject and Message, and also specifies the Government Entity (or entities), City and/or County, and State to which the request should be sent. If applicable, please also include any responsive timelines for the info that should be requested.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific info the requester hopes to receive, or if it violates our policies.

Before submitting a request, please take a moment to review our tips for How to write and make a successful request. If you have additional questions about our site or how to make requests, please check out our FAQs or Policies page.

☀️ Please note that we cannot pay any fees / associated costs related to any of the requests on our site. If it is not possible for a Government Agency to process our request without incurring fees, then it is the responsibility of that Agency to let us know what the potential costs may be — at which point we will ask that they cease processing the request. We will mark the request as “Completed” on our site, and the sender can contact the Government Agency directly, should they wish to further pursue a request.

Thank you for using Sunshine Request!
