(January 2023) Request for City of Asheville, NC Government: Consulting firm findings and interpretations related to APD. 01/01/2012 – 01/18/2023.

Hello City of Asheville, NC Government (Records Officer),

I'd like to make a public records request for the following information under NC Public Records Law.
Ref: https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

This request is related to “final findings from consulting firms hired to evaluate the Asheville Police Department.”

I believe that the APD / City Council / City of Asheville, NC has hired several consulting firms over the last ten years specifically to evaluate the Police Department, and help to slow the attrition rate of officers. I'm requesting that you please provide the final findings / results / interpretations from all of the consulting firms that have performed such work with the City and the Police Department. During the specific time period of 01/01/2012 through 01/18/2023.

As an example – I believe the Police Department brought in the consulting firm Matrix Consulting group in 2014/2015. They also used 21CP in 2018. I believe there are more firms that have also performed assessments over the period requested, but that information is not readily available.

I am not requesting to come in person to inspect, nor to obtain printed copies of, electronic records. In accordance with NC Public Records Law, I’m requesting explicitly that all responsive records be provided via an electronic medium / format (in which the records should already exist), such as an email, file share, google drive folder, mailed flash drive if necessary, etc.

** I do not have any additional or further clarifying info to provide other than what you see in the message above. If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law.**
