(October 2019) Request for Buncombe County employee parking access info
Hello Buncombe County Gov,
I would like to make a public records request for the following information:
Buncombe County maintains certain parking lots for employees only. Employees have a card to access these parking lots (i.e the lot across from the Sheriff's Office). What I would like to know is:
1. Do any non-county employees have access to park in these lots?
2. Do non-county employees have pass cards issued to them which allow access to these lots?
3. If non-county employees do have access to these lots, how is it decided who is granted access and issued a pass card?
4. Please provide a list of all non-county employees who currently, or have in the last 12 months (10/04/18 - 10/04/19), had access or been issued a pass card which would grant access to Buncombe County Employee only lots.
5. Is Lisa-Gaye Hall (Administrator at the Buncombe County Bar Association) employed or contracted to work for Buncombe County in any capacity?
6. Does Lisa-Gaye Hall have access to an employee only lot?

Checking in on this request from 12/19/19: (October 2019) Request for Buncombe County employee parking access info
We followed up multiple times earlier this year after it was sent to get an update and didn’t hear back.
We then held off on following up on this request after your COVID-19 update in March where you stated: “If your request is related to something other than COVID-19, our response is likely to be delayed.”
We didn’t follow up again until May 15th and have not heard back on any of our subsequent follow ups after that which were on June 30th and August 20th.
We’re checking in again now to see if there is any update you can provide on this request or let us know where it is in your queue and when we can expect it to be handled?

Editor’s Note 03/26/20: Buncombe County, NC Government is experiencing delays in their processing of records requests due to the outbreak of COVID-19. We received this information in an email from Buncombe County PIO, Kassi Day on 3/20/20 related to follow up we sent on another request – the contents of that email are pasted below:
“Hello Sunshine, at this time the Emergency Operation Center has been activated for Buncombe County and we are currently responding to the COVID-19 (coronavirus) outbreak. If your request is related to something other than COVID-19, our response is likely to be delayed.”
Keeping this update in mind, Sunshine Request will be putting all Buncombe County Gov related request follow ups on hold for a couple weeks. We will plan to check back in with Kassi again later in April. Additionally, if we receive any new requests for Buncombe County Gov, we will continue to send them in as usual, but will note that it could be some time before we receive a reply.

We have gotten a follow up request related to this now completed request. We’ve reopened the original request and have included the details of this follow up request below.
Message: “Hello Buncombe County, NC Government,
I’d like to make a public records request for the following information:
Recently, the results of a now Completed request (at https://www.sunshinerequest.com/records_request/october-2019-request-for-buncombe-county-employee-parking-access-info/) confirmed that non-county employees/personnel were apparently given access to employee only parking lots.
The County did not answer question #4 of the request, which I believe would have responsive records:
Specifically, “4. Please provide a list of all non-county employees who currently, or have in the last 12 months (10/04/18 – 10/04/19), had access or been issued a pass card which would grant access to Buncombe County Employee only lots.”
Since these access cards require computer programming, there are records maintained by Buncombe County of who has access cards which would allow parking in restricted lots. I respectfully request that Buncombe County re-open the original request, and that they now provide any and all records related to the following:
“Please provide a list of all non-county persons who currently, or have in the last 14 months (10/04/18 – 12/07/19, had access or been issued a pass card which would grant access to Buncombe County Employee only lots.”

Thank you for your reply – we have noted this information on our site, and will mark this request as “Complete.”
We also want to take this opportunity to address your comment on this request (as well as other recent requests), and acknowledge that some “requests” we’ve sent recently are more like informational questions for the government, rather than clear requests for records. We are aware of this recurrence, and have been noting this to users on our site whenever these types of submissions come in.
We’re actually in the process of updating some of our policies and how we handle requests made to our site. Once implemented, one of our policies will include denying all future submissions we receive that are just informational questions to the government and not a specific request for records.

We have many parking lots that are open to the public as well as employees. We do not have a list that fits the parameters of these requests that we keep in the normal course of business. However I can provide that Lisa Gaye-Hall has had access at one point over the last 12 months to park in a Sheriff’s Office parking lot. She is not employed by Buncombe County.
