Hello Buncombe County, NC gov.,

I'd like to make a public records request for the following information:

I believe that the Buncombe County Board of Commissioners approved a $100,000,000 loan to the Ingles Corporation in 2011. I believe that one of the guidelines for the loan was that the corporation provide 150 more jobs. I'd like to know whether the Ingles corporation has provided those "150 more jobs" as of 10/25/19.

    Hello Sunshine, this requestor may be referring to a Recovery Zone Facility Bonds Series issued under authority of the American Recovery and Reinvestment Act of 2009 (the “Act”). No Buncombe County money was included. Bonds were issued by the Buncombe County Industrial Facilities and Pollution Control Financing Authority and then sold to finance the project. The project was approved by the Board of Commissioners as required by the Act. I have attached some background information that are documents that might be responsive to this request. The requestor may need to reach out to Ingles to see if this loan is closed out. I do not see, as the requestor mentioned, “that one of the guidelines for the loan was that the corporation provide 150 more jobs,” though Ron Freeman from Ingles mentioned in that meeting that the project would double the size of the distribution facility and add 150 jobs.
