Permits & Conditional Zoning for Buncombe County, Jan – March 2019

Hi! I'd like to follow up on a request made on 2/27 that was completed but did not provide the information we were looking for, so we'd like to broaden the request to all of Buncombe County and update the dates. The modified request is below.

We would like to request all permits applied for and conditional zoning change requests made between January 1, 2019 and March 27, 2019 in Buncombe County.

We are particularly focused on Census Tract 14 (the Emma neighborhood), but would like the data for all of Buncombe County. Any data set is acceptable that includes locations in Census Tract 14 and also includes geographic information (address, property id or x, y location) so that we can figure out ourselves what's there. The information must be machine readable so we can sort through the data.

03/26/19 Editor’s Note: The referenced original request (Buncombe County / City of Asheville – Permits and Conditional Zoning (Census Tract 14)) has not been fully “Completed”, and is still marked as “Government Processing Request” on our site. Details of the request:

…” all permits applied for and conditional zoning change requests made between January 1, 2019 to February 27, 2019 within the zip code 28806. If possible, we are particularly focused on Census Tract 14 (the Emma neighborhood), but if it’s not easy to filter through census tract, we can work with the data from all of 28806 and look through it. Most of our census tract is within Buncombe County, however we would also like to request City data if possible.

We sent two emails (one to AVL City, one to Bunc. Co. Gov.) regarding the request – On the City’s part, the request is still ”Open” and we’re following up. However, the County has “Completed” their portion of the request, in that Kassi Day said (Mar 8, 2019, 4:20 PM), After a review of this request, we do not have an available report that mines this data set, we have no record responsive to this request.”


The new request we sent to Bunc. Co. Gov. will be as follows:

    Hello Sunshine, after a review of the request below, it is unclear the extent of data being requested (i.e., environmental health permits, building permits, zoning, etc.). We require addresses or PIN #s to query our data system and cannot mine our data by census tract. Additionally, Buncombe County does not have a conditional zoning process. Your requestor may be able to search for the information they are looking for at gis.buncombecounty.org or our permits portal here. If your requestor needs additional assistance they can reach out to our Planning Department at 828-250-4830. A portion of the area commonly identified as Emma falls within the jurisdiction of the City of Asheville and they can be reached at 828-259-5846.
