  Hello Sunshine Request, in response to your request for information below, I can provide the following information from Interim Finance Director Eric Hardy.

   

  For the purpose of responding to this request for information, the County defines “private loans” as either

   

  1) loans secured directly from a commercial bank or similar lending institution (private placement), or

   

  2) capital leases for equipment obtained through a third party financing agent.

   

  No other form of private loan is permitted by law for local governments in North Carolina.

   

  Buncombe County currently has one private loan outstanding:
  Loan amount: $32,500,000
  Interest rate: 1.7%
  Date of agreement: 10/1/2012
  Issuing agent: TD Bank
  Estimated payoff: 12/1/2025
  Current payoff: $19,200,000

   

  A full listing of the County’s outstanding debt, financed through the capital markets (bond market) are found beginning on page 65 of the Comprehensive Annual Financial Report.
