Salary Increase ?????

Hello!
I respectfully request why employee ORANGE, TERESA who was hired 03/17 received over a 12% increase by 10/17? Salary went from $76,650 to over $86,087. Why would a new employee receive two increases? Information is from Salary Increase Report and Position Allocation reports that were previously posted October. According to the reports there was no change in position and employee is on probation until 3/18.
On report: After the first 6 months employees receive a standard increase of 4.5%

Why would it be so easy for a new employee who had been with the county for a little over three months get a large increase in salary? What was the justification for increase on 7/17/2017 and who requested it? $76,650 is a great salary for an Internal Auditor.
From what was on the report other new employees only received the standard 4.5%.

    In response to the request regarding the salary increase of Teresa Orange, please see below:

     

    7/17/2017 – salary adjustment to reflect increased responsibilities that were added upon the recommendations of the Internal Audit Committee:

     

    * New, defined role for Internal Auditor

    * Internal Auditor provided more independence

    * Established the Internal Auditor as the central point for all Whistle-blower complaints

    * Clarified the reporting line of Internal Auditor with access to the Board

    * Gave the Audit Committee the responsibility of approving the annual Internal Audit Plan and reporting annually to the County Board

    * Adopted the COSO standards

    * Internal Auditor assumed supervisory responsibilities

     

    9/13/2017 – six month probationary increase
