We reviewed currently available meeting agendas / meeting minutes of the Lincoln County, NC Board of Commissioners during the time period of April 2024 – May 2024. Within those documents, we could not find any mentions of a “letter”, “courier”, “delivery”, or “invoice”, related to Mr. Mitchem. But, please note that the May 01, 2024 meeting minutes are not currently posted online:

We also reviewed several meeting videos, including the “Board of Commissioners Special Called Meeting 05/01/2024” — in which the Board discussed “grievances” against Mr. Mitchem that were previously discussed in a closed session, as well as a hearing to remove Mr. Mitchem from the Board: https://lincolncountync.viebit.com/player.php?hash=Y35Z5BeDbOOYip3. At 03:19:00 in the video, they mentioned a draft of “… a letter that was sent out to the voters of Lincoln County”. This is the only mention of a “letter” we can find in their meeting videos.

Due to the speculative nature of the information you’re seeking, and since the “letter” you referenced is not subject matter or keyword specific… as it’s written we find the request to be overly broad / vague. Please specify the exact records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Clarifying the specific records you’re seeking will help to greatly narrow the scope of the request, and will also reduce the amount of time it takes the Disclosing Agency (as well as our team) to process the request.
