As I previously mentioned, all of the documents and emails requested are in two 4″ thick 3 ring notebooks and are available for review at Town Hall in accordance with the Public Records Request. The only way that we could put them in a digital format with the technology that we have would be for the Town Clerk to scan every page that is in the 2 notebooks that we have through the copy machine and download onto a thumb drive. This could take several hours to two full day of time to accomplish, and we simply do not have the resources or staff to accommodate personal requests for the convenience of the person requesting the same. Your suggestion that we should be able to put them into a digital format under NC Public Records Laws is not the law, nor is it economically feasible. We are in full compliance with the NC Public Records Laws. Anyone who wants to review the records, and request a paper copy of any such documents, is more than welcome to let us know what documents that they would like a hard copy.

Thank you for your reply!
To clarify, we are not asking to receive hard copies – We would like to request that ideally the files can be received digitally in some format (via public Dropbox, Google Drive, PDF, flash drive, etc).
Is it possible your office can please send the public files digitally? Also, would there be a cost associated with sending digital files to us like this?

We will add this information on our site.
Please note that all requests submitted through our website www.sunshinerequest.com are done so anonymously. We are unable to provide additional info about a request, other than to post on our site any updates we receive about a request and its fulfillment.
Additionally, under NC Public Records Law you should be able to provide the documents in the digital format we’re requesting.
If it is not possible to provide the records in a digital format, please let us know and we will mark the request as “Completed”

Everything on the NC 107/R-5600 project is in two 4” binders in our office. At $0.10 per copy per page, it will cost $162.50 for us to copy everything included in our files. We would need to paid upfront for this cost before taking on this task. Or, the person making the request would be permitted to sit in the town hall and review anything that they want, for which they could take pictures with their cell phone or otherwise flag any documents that they would like a copy, and we would then make a copy of everything that they have flagged. We would likewise need to ensure that the person does not take anything into the room with them other than a document scanner or cell phone so that we do not have to worry about the documents being removed or misplaced. Sylva’s Town Hall is open Monday through Friday from 8:00 a.m. until 5:00 p.m.
