Treatment of prisoners manual, cost of arrest and prison labor

I’d like to request any information on the treatment of prisoners (such as a policy manual), the cost of an arrest, and the cost of prison labor in Buncombe County and the City of Asheville. Additionally, I would like to know how much money is brought in by prison labor by Asheville City and Buncombe County? Please provide this data in a machine readable format such as CSV, XML, Spreadsheet, etc.

    The City of Asheville does not own or maintain any prisons or jails. Jailing facilities are maintained by the County.
